The future of health care for all will depend on the intelligent use of information technology to improve access and quality.

ACCEL’s Health Information Technology Program is implementing electronic services that support interagency systems integration for the improved delivery and coordination of care and ultimately a Health Information Exchange (HIE) connecting public and private health care providers. A HIE will never contain a consumer’s entire personal health data “online”. It is limited to the health data that helps coordinate care among specifically authorized providers (and their staff) who care for participating consumers. All data in the HIE follows strict privacy and security policies, and consumer participation is voluntary.

Following the successful implementation of the framework to assure the privacy and security of shared health data, ACCEL brought Care Pathways online and tested an Electronic Master Patient Identifier (EMPI) that will help providers identify patients across a County-wide HIE. The federal Agency for Healthcare Research and Quality and Blue Shield of California Foundation have awarded grants to enhance local health care technology in El Dorado County.

ACCEL is moving forward to select and implement appropriate Web-based technology to link participating agencies in an HIE that shares essential clinical data among El Dorado County providers. This will include the capacity for disease surveillance, public health communicable disease reporting, and urgent community health alerts. We aim to be at the forefront of the national effort to develop an interoperable system of health records that will optimize care for consumers within California and across the country.
